I doubt any WL team throws that rarely under that threshold. Shallow crosses are pretty popular and its auto TD for guys in the redzone. Some WR's are going to be using SM and/or PTP, other than that u have G2G, MR.R, TS, SH, QF and Poss WR. Pick 5 of the 6. To me it's pretty important, not as much so as some of the others I listed but's up there.

Wasn't the anti-KL part of that VA active anywhere on the field or am I getting it backwards (or thinking of one of the other VAs with unclear two-part language)?

Slow Starter, Track Star, Mr. Reliable, Quick Feet, Slot Machine, Go to Guy, Soft Hands....all among the VA's I generally take over Poss WR. I never put it on the slot guy unless he happens to be a pure poss WR.

I dunno...I think casual is one place where I would definitely not use it outside of a pure possession WR. I might even add in Streaky in casual.

Ya but again...KL is not something I have ever worried about at WR. Seems pointless to me. I only really added in that the OP use it because he is worrying about how often he gets KL.

Nay, lots of short routes and you can't specify progressions or pick plays. Only 15 VA points for +30% KL resistance and +30% CB < 8 yards is a no-brainer for me. It is even more helpful for TEs. I go with very pass heavy casual offenses and I would say that it is required for just about every kind of scheme or preset I have tried to run there. There are occasions where certain guys should not use it but they are rare in my experience.

Other people may be able to get away without but it seems like a bad idea

TE's it is a no brainer. But WR's....eh...just seems like there are better uses to me. I would like to see a study on the amount of passes people make to WR's under 8 yards in casual to make a decision.
