Player has EL of 4/6 with rating of 216

Player has EL of 4/5 with rating of 216

They both have the value of 216 so why the difference in EL?

I know that the Effective Levels vary depending on the position...I wish there was a chart that listed them.

There can be no chart because effective level is a fluid value that varies depending on all the other players of the same position. It is re-evaluated periodically.

Yup your EL is determined based on an average of EL in GLB in that position only.

Considering how the C position ELs look, I'm not sure that this was ever redone and that they are still looking at the +1 ALG Cs.

Most definitely. When was the last time any of the positions were updated I wonder?

I think it's only been done a few times. I'm sure it's a resource intensive task for the server to evaluate all the players and recalculate, so it's not high on Bort's priority.

Assuming they are using a regular innoDB mysql database and perl DBI or DBIx module for connection to it, such an operation would take no more than 30ish minutes on a simple xeon architecture server.

I'm assuming around 50 000 000 players per position

+1
Priority excuse is ridiculous.
Unless you tell me that Bort calculate Eff Lv by hand.

And it isn't like he needs to write a new script, he should be able to just run the same one he ran before.
