The reason they don't (and won't) is because after plateau your VXP continues. So for anybody who is interested in playing after plateau (which isn't many) they will gain more VP points.

A bunch of people play 1 season in decline.
Decline penalties don't start until 8 days into the season and with resumed training/VXP it'd be almost stupid not to grab an extra season.

I rarely play TO decline. Stagnant dots are boring. I may have brought 4 dots to decline
but of course my dots suck pre-decline, so that may alter my decisions
