Depends on what the team owner allows them to do and how ambitious they OC/DC's are.

I was working on a serious answer but work got in the way.
Basically, that's what they do. An OC can build a gameplan based on the preset plays provided by GLB. A DC can build their own plays and incorporate them into a gameplan.
Some teams will look to the OC and/or DC to put together rosters, others will use what the team has.

The OC coordinates the offense. DC coordinates the defense.
This involves setting up a depth chart and an AI. That usually includes a VA plan as well.

And whether or not they sign players varies with each team. Some owners like to do all the recruiting, some rely on recruiters, while others allow the coordinators to recruit. I know quite a few of the better coordinators that refuse to coordinate for a team if they're not given control of the roster for their respective squad.

You need to to be given the send offer power to be able to sign players for a team. I recruit for my own team as I enjoy being in control of it but I try to build my team around my coordinators requests so that there comfortable working with there side of the ball.
