Do I boost at the last day possible at lvl 16? Or hold off on boosts until able to get VA points?

Boost on Day 48 of this season if your current player is level 16. If you know in advance that you won't likely be around on day 48, then go ahead and boost him at Day 47.
boost anytime between now and day 48 is fine if it works well for you as far as hitting the caps at the right time

Yeah, I boosted two of my 4 dots because the training %s were in the right place and they wouldn't be on day 48 unless I switched training.

yep. 1 hit caps on day 40 and my others will be 47.
