I found a +3 speed, 3% intercept chance. Can I enhance that chance to 5% or should I look for another piece?

It could be worth buying though, if you plan on having 2 interception pieces of AEQ. It would save you considerable BTs and as long as you make the next one a 5% then you are only losing 1% interception chance on the build for many more training sessions.

Might be wrong here but you could overlap it on a VA

I'd buy that as my #2 int piece. that's a great roll for a build planning to use 2x int% pieces since the overall loss will equate to only 1%
