finish your stadium completely before considering doing team promotions. You want to have as much cash as possible each season in order to get construction orders in.

it is worth it when you can afford it .... though a promotion does not guarantee that your team will be helped ...

Generally, if you're planning on taking your team all the way to WL, don't spend money on promos until natty pro at the absolute earliest.
