Not if it's suspended for Pre Season Games only. Think of it as a kind of "dry run" for new team owners just as new OC's and DC's schedule scrims to "test" their AI's. In this case, all monies from Preseason games for any "concessions" could be nullified (made non existent)... but you could "see" the effect and cost in phantom effect showing the GM if they're being smart, or not, with their money. A decent tool to add to the game.
