HC has the power of OC/DC, CFO (can't take out loans), Depth Chart, Signing, releasing, resigning, I think trades, Scouting, and forum mod

pretty sure you can customize duties for HC and most other GMs. the one's CN lists may be what a HC is allowed to do by default, but doesn't have to include any of those necessarily.
