Don't know if I'm missing something but both my level 73 players haven't had any XPs since the 5th. Is this an issue or is it normal? Thanks.
Yup. If you never miss a boost and also boost early (as most do), then you'll stop getting XP before you hit plateau.

You'll hit a level cap no matter when or how many times you boost.

Yeah. I got nailed badly when this got implemented... had to retire 4 dots. Wasn't anyone's fault... just got caught in a weird situation where the implementation of the new system and the levels of my dots (and I had missed one season of boosts because of being away during the time of the change)... just caught them bad. They ended up maxed level at 76. Nothing to do but recycle and sigh. BTW, I think the RMLC just nailed 2 of my dots that just hit level 70.

This is how it goes. Now your dot sill sit at level 73 for 3/4 of a season and just train. Dot is basically in limbo for now. No idea who at GLB thought this was a good idea.
Free up the last 6 boosts when XP's stop at 73! Agents can decide if they want to use them right away or wait. Could make a huge difference for some teams.

It definitely was a good idea, though. You're missing the fact that this removed a ton of the gaming the system type activities, e.g. users having their dots cut to to end w/ 900+ XP to trade in and the like.
It likewise put everyone on a very consistent model. Users don't need to calculate whether they can hit level 79. If you boost 30 times in a career you'll hit level 79. No calculator or real thought needed.

As long as you only miss one seasons worth of boosts... because you also stop [getting xp] at age 281 days no matter what.

What I was speaking to is not being able to boost to 79 after XP's stop. Any idea why that is the case? Is there some possible exploit that I am missing?

It's just a timing thing. You are not at plateau when you hit a boosting cap. You still are training

I'm thinking that, it's not an "exploit" but saves people from doing the dumb thing of boosting all the way to level 79 and costing them their training. While you don't get XP once you top out, you do continue to be able to train until day 281/level 79. So if you maxed that out too early, you'd cost your dot training. I imagine there's a way around this thing so it would be ok... but I'm not sure exactly what it would be. Or if it would be worth it.

Well, if the boosts were available when XP stops, agent could decide if they wanted to use them or wait. By that time, I would think agents are light training their last attribute which is probably 1st capped (of course this may not always be the case) and boosting would have minimal effect on final build.
What it would do is make teams with these players more competitive when they are in the higher leagues.
Romo, can you ask if this is just NGTH? I believe Catch has said changes to the build system is NGTH but this isnt necessarily a change as much as it is getting to the end build faster. I would not continuously bring it up if it is just not something that Bort and Catch want to consider.

You'll have to route through the suggestion forum. I can't just give priority to random ideas that people have.
I will say this, they turned down the idea for getting the 20 SP bonus on the 24th boost instead of the 25th (essentially to widen the acceptable plateau). 'Structural' changes like that to boosting/building are seemingly pretty close to NGTH even if they skirt away from previously ruled NGTH items.
