Right now I believe its a Owner and Co-Owner power. It would be much easier for coordinators if they could send out Alerts to agents themselves rather than having to send messages to owners to make the alerts. Alerts are seen by some agents long before they bother looking at forums. Coordinators should be able to get the ability to send out alerts from owners so that they may send out alerts that could range from an adjustment in tactics, to checking the forums to read longer posts, or general reminders they may feel the need to get out there. I'd suggest that when Owners give the GM "Forum" power it also allows them to post Alerts.
Forum > Suggestions > Attach Alerts to the GM Forum Power

Honestly, just give the owner the ability to allow anybody whatever power the owner wants. Alerts, Loans, etc.

I ignore Team Owners alerts (with exception of Dustin of course) so I will ignore Team GMs alerts. I don't see this suggestion accomplishing much.

I don't see an issue with this. Alerts are a self policing thing anyways. I've been on one team where I felt there were too many alerts (some just to point out a play or whatever) and that has fixed itself because I believe that; A.) something probably got said to the Alert maker and/or B.) the process of making so many alerts gets tedious anyways. Most teams I've ever been a part of use their Alerts smartly (reminders to boost, changes in tactics, stuff like that).
So, while I don't see much in the benefit department (besides giving the owner and co-owner one less thing to do), I don't see any harm either.
