Generally, yes:

First step does not affect punters while punting.
The effect of first step on punters was unknown prior to the last Q & A.
Whether or not first step affected a punter while punting was not known before that day.

But consider:

My punter's final coffin corner effected our eventual victory. (to cause to come about)
My punter's death had an adverse effect on my teams general affect. (where affect means spirits or emotional state)

In the sense used in "effective level": compare "affective level".
