Depends on your Archetype, on how your Guard gets used, and on what your Attributes are.

wouldnt say worthless, but going negative that quickly is worrisome.

Sorry, fixed now...
Only negative because it seemed to be inferred that he had to be a bad build.
I know there could be improvements...but I am just sticking it out.

with no attys over 80 by level 28 i'd consider rebuilding him, i'd think it would be better to just cut the losses early into the career than to spend a whole lot of time trying to make him useful but w/e

Well, let's see what we can do... I assume he's your standard run-of-the-mill run-blocking Guard then?
It's tempting to go with Workout Warrior, but do the math... it's only a +0.3% Strength bonus per point, and that's based on your natural Strength, before Eq. 15 points in Workout Warrior would only be a +4.5% bonus to Strength, which would be +3.5 to Strength. Not much.
Great Blocker is a +0.5% Blocking bonus per point, so 15 in Great Blocker would be a +7.5% bonus to Blocking, which would be +5 to Blocking. A little better, but I think there's better choices.
Maybe Over Power, but that relies on having high Strength to begin with, so maybe not.
Maybe Power Blocker, but you'd better make sure your blocking focus is set to Run Block, or else you won't get the full benefit.

Might be the best call, actually.

honestly this. save your flex and retire him.

Agree, I do. I get the desire to "stick it out" but the farther you get into the build, the less he'll be effective until... eventually... you'll feel forced to retire him due to his lack of success. Might as well save some flex and retire now and try again knowing more than you did and building better. (Unless your team really, really, really needs him... at least as a ST player and backup to the starter.)
