When is it ok for a player to start putting skill points into SAs?

First I plan out which SA's I want to use and how many SP's it takes to get there. Then I estimate how many levels it will take to reach that SP target and subtract it from 79. The earliest one of my builds will start is at 62 and the latest another one will start is 67.
That's one way of doing it.
Others prefer to get their attributes where they want them and then use whatever is left into SPs. Sometimes using light training to get extra SPs to try to fill out more of the SA trees.

Usually after level 60 you can start thinking about it depending on what you have left to train and add points to. Once you are done putting SPs into stats that go beyond the first cap you are good to go on SA.
