Is there any word on when it'll be back up? If not, can anyone link me to someplace recent where bort has explained how tackling radius is calculated/affected?

Don't have any links but until someone post them I can say that the Tackling attribute affects the radius of both tackles and diving tackles, while jumping increases only your diving tackles radius.

Jumping increases the dive tackle radius. The general standing tackling radius never increases so much from your tackling score that it requires a dive to initiate. If it's in your radius, you can initiate a tackle. If it's out of your radius, but within the dive tackle radius, you can do a diving tackle.
