Too balanced... You should have taken your main attributes higher from the start.

I dont know what the main attributes are for PWR. But i looked at Catch22 builds how he has done with power receivers and i found a lvl 50 dot that can give you some example of what direction to take:

You should go higher with the attributes from the start and balance the build at the end.
Well for a power receiver you can fix it to be decent depending on how many AEQ you will have, if you get 4 with +3 speed you will have 58 eq points in speed, so you wouldnt need to concentrate on speed anymore. Though i think you`r catching, agility should be higher. Maybe closer to 90 at end build. Ok if you dont want 150 speed then you probably should put eq on catching... But i think he should have atleast 130 speed
I think you should start with the SAs late 60s or even at lvl 70
