We can all see that the user base for GLB is dwindling down considerably. Maybe a reduction in the price of flex may be in order to help boost the user base back up again. I think we can all agree that the cost of flex right now is quite high and I think if you lower it you should be able to gain back existing users as well as get a lot more new users that would be willing to play the game.

1 QB for 7 Seasons x 3 boosts per season = $21 for a single player.

This is way too high for the average user and as your now experiencing the user retention is dropping considerably. If you would like a strong user base and longevity in your users now might be the time to act before it's too late.

$21 for a years worth of entertainment is quite cheap actually. Also, don't forget you get 70% of the flex back when you retire. So you're only losing 30% of boosting flex (for your example would be like $6 a year. Plus free players, I think this game is very affordable.

The only way I can think of, is lower the cost of certain positions, OL/DL, LB,FB,TE,FS,SS raise the cost of teams to cover the loss.

GLB has no plan to restructure their flex costs. Not going to happen.
