I own a Rookie Casual team.. yes I'm a season 1 vet but I've been away for like a year and just came back. Anyhow, I can send contracts to level 8 WR's who are 20 days old? When the rollover happens would that guy be legal on my team? Can I only sign level 1 players?

Yes they will, but your team will be promoted to Prep so they will be behind. If you want to stay in rookie, make sure you demote and in that case the mentiones players would not be eligible.

You can send contracts to any player Day 40 and below.
I recommend you don't sign the level 8 unless you have to because your average opponent will have a team full of
16s or 19s.
