I just picked up a Rookie Team and i see that the cap is 35d Old? Does that mean I can sign a player who is 35d old at the start and use him all season, or does he become ineligable the day he turns 35d?

Right now, you won't be able to sign any players at all, since we're past Day 24.
Even if you could sign an Age 35 dot right now, you would only be able to keep him on your team if you move up to Prep next season. The age caps are rolling age caps, which means that they go up 1 day every day. And then the caps reset on Day 42... which means on Day 42 the age cap for Rookie teams will be reset to 0 days old.
So, here's an important question... do you want your team to play in Rookie next season? If you do, make sure you go to your team's page and put in a Demotion Request to stay in Rookie, or else your team will automatically promote up to Prep next season.
Once Day 42 arrives and you're able to sign players to your Rookie team, you'll only be able to sign up players who are 0 days old.
