Some agents (sellars) believe the HOF is crap as it dosnt consider the level of leauges played in. Can that be factored in OR why is it not?

I'm pretty sure it already does.
What "ruins it" is that people accumulate HUGE stats (think 500 reception seasons and things along that line) that basically wreck the system.
