Not to set off a storm of responses because it varies for different team situations BUT...... a team might skip the competitive tier if they performed really well in the normal leagues (won league etc) or if they performed well and there were enough team changes to the other teams (lost players, teams going CPU, condensed leagues etc) that their effective level matches up more closely with the Elite leagues and they will have a better competitive environment there.

A Non Boosting Team one of my dots were one got promoted from Normal to Elite and went 0-16 that season, they would've been OK in Competitive and it would've been the right level for them.
Don't act like Effect Level is taken into account because it isn't, GLB got rid of the regions, something I and many are still against today so if you're going to implement a new system you must use it properly to ensure the best competitiveness in each tier that's possible.
