I'm thinking about running a rookie or prep team and was wondering if i should start advertising to get players on the team in advance starting now. im fairly new to glb so thats y im asking

Find a successful owner and learn the ropes, otherwise you are just wasting your money.

It's never too early to start recruiting.
That said, it can certainly be too early to start a team.
I would go post in the Players Looking For Teams forum in the GMs/DCs/OCs subforum ( http://goallineblitz.com/game/forum_thread_list.pl?forum_id=66 ) and offer your services helping someone run a team. Make it clear that you're relatively new and looking to learn, but that you're willing to put in the time and do whatever you can do to help a team. Look over ALL of the offers, pick the team that already looks like it's doing the best (preferably a team in an Elite league that has some trophies and a good record), and dive in.
Try that for a couple of seasons, learn as much as you can, and then you'll be in a better position to run a team.
Another option is to find a small network of teams that has a couple of lower-level farm teams that they don't really care much about, and volunteer to run the offense or defense for one of those farm teams. That's another good way to learn, and the pressure's low... if you suck at first, it doesn't matter, because it's just a farm team.

The most important part of starting a new team is surrounding yourself with people who know what they are doing. In order to do that you need to be able to show that you know what you are doing. Starting smaller as Novus/SciFi said is a much better way of going about it.
