1. Train something. 2. Oops, I screwed up and meant to train something else. 3. Roll back. 4. Train the correct attribute 5. Oops, wanted a breaktrhough but didn't get it. 6. Out of luck...only one rollback allowed per attempt.
I'm all for letting someone "fix" a small mistake (I made one today while getting one of my dots ready for S34 and it means I'll be training my primary for a season longer than I planned) if they realize it happened quickly enough. I don't think this should turn into a case of, "Oh crap. I got a breakthrough that messed up my build plan. I need to re-do that exact same training scenario and not get a breakthrough."
Yeah. The opportunity to get an undo for every single train you do is not necessary and just creates a ton of problems that still haven't been answered here. There's also another way to exploit it that hasn't been mentioned yet because it's even more narrowly situational than the notion of getting screwed over by a breakthrough, but it's still another potential problem.
Let's take a lesson from Spiderman: everybody gets 1. Your player gets 1 chance during their whole career to undo your last train, provided it wasn't a breakthrough train. You get the training points back with no conditions - you can still get a breakthrough on your re-spending of those points. Who cares, because you only get that 1 undo and if you want to try to use it for a few extra training % it means you can't use later it if you actually screw up and train the wrong attribute. Just put an "Oops!" button on the training page that goes away once used.
