It means Yes, you want no over signing, so select yes

so if you want to over sign you put in NO

I heard that once from a traffic cop... just before I hit a speed bump in the middle of the intersection... at least I THINK it was a speed bump....

The question that hangs over the browser so you can't see it says, Block additional players from signing offers once you have met your desired number of non-cpu players?

So you have to hit yes that you want to block or no you don't want to block, but since that question is cut off,and you have too minimize your browser in order to read it, people get confused.
