One of the most challenging aspects of GLB is coordination, specifically setting the Ai, so why not let users who want to dabble into the dark side OC / DC for a CPU developmental team? I realize that you could just buy a CPU team and coordinate, but would it make sense to develop coordinators through the developmental leagues?
