I have seen a few guys with level 80 or 81 players I have once seen a guy level 85.I thought we could not go over level 79 so how is that possible?

Before there was a limit, they are older dots. 79 is the limit now.

This. They're all dots that were created BEFORE the implementation of Accelerated Player Development, and they were "translated" over into the new APD system mid-build. Some strange and wonky things happened with those dots as a result, and some of them were able to get above Level 79 before hitting plateau.
For any dot created AFTER the implementation of Accelerated Player Development, it is indeed impossible to get above Level 79.

I'm guessing he's not really 360 days old, though. If he was made prior to APD and had his age "converted" over, it could throw off things like the creation date, assuming that it just looks at the player's age and counts backwards.

Are you sure? Coz I remember a few people whining about that back when APD started, that their player's creation dates were all getting thrown off by the age conversion. Most people didn't notice or care because it didn't actually affect anything, but I remember a few OCD people being annoyed.

Age changed, but not created date. Basically any player that was not in plateau but created before APD had their age adjusted down and became a little younger.
I read a while back how this happened but don't remember now what it was.
it's more of a fluke than something people can do to reach >79. The ones in the past (punters and kickers a couple years ago) were due to some manipulation in their play time. But that also cannot happen anymore.

There was a bug that allowed this in rare instances that first season of APD, don't remember the exact details. There's a few of those Dots floating around. Oddly enough, the one's I've seen all have less then desirable builds. The loophole/bug has since been closed.

Back when APD rolled out, it was presented as being you could gain X number of levels each season.
There were 2 flaws in the initial calculations. Early boosting and late boosting did not get you exactly the same place level-wise in the individual seasons (still don't). That could be gamed to get you a little ahead -- maybe half a level.
The bigger flaw was right around Level 63 or so. Before there were max levels that could be attained based on your number of boosts, you could have blown right past 63 on fewer boosts -- and attained a higher level.
Now that limiter is in there where you may actually go for a few days where you are not getting XP until you have the correct number of boosts.
When you get to the end-game boosts from 73-79, if you are at L74 (if possible anymore) you are limited to only 5. It should not let you past 79 now.
