do people pay attention to effective levels or not?

Effective levels are just a junk guide to the quality of a Dot for peeps to use. I know I've seen posted many times about how trying to build according to maxing the EL of your dot creates a crappy dot in the end. Check out the forums or the Script forum for the VPB script (Virtual Player Builder) and play with that for a while and you'll see why so many people attack their primary like a pit bull on a dropped steak.
That said, if you build a great dot, when he reaches plateau (or around that time) you'll really see his Effective Levels looking good.

NickJYD, the problem here is that you can get that attribute to 87 by day 48 of the first season. The ... FIRST ... season. When did you get speed to 88 ?
