Yep, go to this page http://goallineblitz.com/game/player.pl?player_id=4434834 and click make offer. If you don't see it, it's on the grey menu bars just below his name.

And yeah, no reason why you can't sign your WR. As others have stated, you have to offer via the tab on the WR's page.
