You know, I've never paid any attention to that but I think you're right. I suspect it has to do with how many Primary Skills a position has. Some dots have 4 "Gold Star "skills... some have 5... maybe more depending on the archetype. I tried to check out some of my dots and give you some info on it, but it's nightly downtime for now.
Still, I think a QB might get less (21) than a WR (23) because he has less primary skills to work with. :shrug: That's my best guess and I'm sticking to it. (Until someone comes along with a better one.)
