If a HB Screen play is called, and a defense player has his coverage assignment set to 'TE or HB', will he cover the HB, or stick with the TE who is blocking?

In theory the TE is not going out as a receiver therefore he should cover the HB and not the TE. (assuming all vision checks are passed)
