Im seeing a lot of lopsided players, like for example a TE with all speed, no strength, no blocking, no agility, no stamina, no confidence, no catching who is a level 40 but his eff level is 46. WTF? When I write "no" whatever it means well below the 48 mark.

Effective level is a measure of player value in terms of skill points, not his/her number of soft capped attributes.

Because if your build is rounded by level 40 then you are HORRIBLE at building dots.

Also should be moved to GLB main so I can get the adequate level of lulz from this before being locked.

Basically this. Effective level is nothing but a gauge of total player value (in terms of SPs). It doesn't do anything for actual performance.
