Got a SS that's going strength first, and since the team is in prep I don't want to give him SS plays because he keeps getting burned. However, I don't want to not give him PT, and putting him at OLB on run downs over the cOLB with like 15 strength sounds good. SS has 95 strength and 50 speed, would it be worth the OOP penalty to put him at OLB and stop getting killed on strongside sweeps?

In my opinion its not worth it but you can try it and see how he does. I would run 2-3 scrimmages and see how it works.

Just use him as a special teams player along the line of scrimmage.
Playing a SS at OLB is a great way to get burned repeatedly on defense. That's asking for trouble.
