It's come to my attention that quite a few non boosting teams who have done well in Regular Leagues have moved to Elite and struggled to win 1 game (completely bypassing the competitive tier in that process.) There are more rewarding teams in Competitive leagues who do boost and would provide better competition. Some of these non boosting teams and others who have bypassed Competitive would make for decent .500 teams at that level rather than providing no competition at all because they're out of their depth.
If you're going to have a league structure that lacks identity, at least do it right. A team can't just go straight from a Normal League (e.g Prep league #5) to University Elite the season after without playing at competitive level first. It's illogical.
