First, it checks the Goalline-specific TE depth chart slot. If you have 3 dots in that slot, then you're done.

If you have 2, 1 or 0 dots in that slot, then the next place the sim looks is wherever you tell it to look in your Package or AI Output, whether that's TE, TE1, TE2 or BTE.
If there still aren't enough TEs to fill all 3 spots, well... from there it gets unpredictable. That's when the sim starts trying to guess, and that's how you end up with a FB playing TE, then a HB getting pulled into FB, and then a WR getting pulled into HB.

So? Your best option is to just use the friggin' Goalline-specific TE depth chart slot. Put 3 dots in there. If you have 3 TEs on your roster, put all of them in there. If you only have 2 TEs, then use 2 TEs and an OT, or 2 TEs and whoever you want in the 3rd TE slot.
But if you leave the Goalline-specific TE depth chart slot empty, you're playing with fire. Too great a risk that the sim is going to go off the reservation and do crazy things that you don't want it to do.

One thing to keep in mind is that there is no specific energy setting that matches up with the Goalline-specific TE depth chart. The sim will use whatever your energy settings are from your Basic Offense tab. So, if you're using 98/99 there, then the sim will scramble up your order according to who has the most energy. But if you're using 1/2 there, then you can force dots into specific TE spots based on the order you put the dots into in that GL-specific TE depth-chart slot.
