At what level would it be advantageous to start adding special abilities?

Around level 60 but your hardcore agents wait til level 70 or even higher. You basically want to be done adding skill points to your attributes. Once your done doing that than have an SA party

Depends on the build and which SAs you wanna bring up. Count how many skill points you need to bring them up (30 for an extra SA/I think end of tree is 60 because the last item on the tree is double the price) and don't forget to add in the minimum points required in the previous SA to bring one up that's not first in the tree. From there, figure out how many SPs are due to you from leveling up and boosting. If you use grease monkey and the virtual player builder script, you can figure it it pretty quickly.

I suck at the game, but I do not put points into SAs until Plateau.

Just build LBs and it won't really be a problem.

Figure out what SAs you want.

Figure out how many SP it will take to get the SAs you want.

Generally, your last 9ish levels will be from boosts, so that's 54 SP, plus the 20 sp bonus you get before plateau for 74 SP. That's how many you have left after level 70, roughly. If you want more than that, each level sooner gets you 5 more sp.
