I have recently helped 5-6 people from Brazil. In the past I have helped people from the Chzech Republic, Portugal, Romania, and New Zealand. How hard would it be to add an option to change the Tab Bars, Forum Rules, Account settings, and such?

The point was more to the fact that there are people outside of the US who play who might benefit from an option such as this.

That'd be quite a bit of work, though... you'd have to have someone look up all the translations, find someone else who actually speaks/writes those languages who can confirm they're correct, then add in the language-switch option and build it into EVERY SINGLE POSSIBLE PAGE ON THE SITE.
That's a lot of work, and a decent amount of money for the translations too, assuming you don't go the LOL-translation route and run it through Google or something.
All of that... for what? So that 30 people from outside of the USA can read the site in their own language? There's no way Bort and Catch would come anywhere NEAR recouping their expenses in terms of both time and money.

There is this wonderful technology called Cascading Style Sheets (or CSS) that makes this WAY easier.
That said, it would take a lot to get the initial translations done and verified as mentioned.
I like the idea, but don't think it will ever happen. If it does, great.... but I am not holding my breath.

30? c'mon.... given a bit of time we could easily list 30 or more people from outside the USA who are active users who everyone knows. If that number is over 100 then that's about 4% of the user base by some estimates-- a significant amount, plus the potential new people. Build a whole GLB in Mandarin Chinese characters and you'd triple the number of active agents--how many would buy flex I wouldn't guess.
But there's some easy things that wouldn't require GLB to do much.
there is (or at least once was) a very basic version of GLB fundamentals in French on the Wiki. Users who speak Portuguese, German, Klingon or whatever could make their own versions.

do you get referral points for hockey arena and is it the hockey version of GLB where you get to build dots too and watch them play?
If you get referral points, send me a link!

Side note, there used to be a group of people from France who had a series of Wiki pages in French.

Yes
Personally, I would love seeing an option for this in the future, but I don't think it is something that will happen in the near future.
