On the basic offense tactics page,

"You may choose how often to each particular formation's playbook. Each playbook uses plays that are focused on a particular formation. Not all plays will use the focus formation, but a majority of them will. The "Basic" playbook uses all plays, except for a few of the specialty plays that are designed for use more vs custom defenses."

However, there is no Goal Line formation playbook, and I would assume that Shotgun 5WR is lumped under the Shotgun playbook.

Guessing here but perhaps it's because Shotgun 5WR and Goal line are considered "specialty plays"?
