What should a QBs passing tactics be at the prep level?

Way too many variables to give an answer to that. His throwing attribute? Strength attribute? WR's catching attribute?
This is where you need to run scrims and "test" out different settings. If you get a bunch of deflects try more bullet passing. If you get a bunch of drops try more lofty throwing.

If your playcalling is set for short stuff (or any kind of comeback) use bullet. Otherwise, if you just plan on chucking it deep to speedsters, you might as well go super lofty. No safety is going to have Zone Focus or much Ball Hawk (like 6 come playoff time).
