Not sure on the first thing but I think that Flex will be transferable although I could be corrected on that I've heard it many times

I use to play in poker tournaments that paid out in Visa and Mastercard giftcards (so it was legal). I remember having issues with one of them, but no the other. Maybe it was Visa that was the good one...good luck.
Edit - didn't see Chessey's post. Looks like Visa is the one that works; Mastercard, you have problems.

I have used VISA in the past with no problems. Just wish there was a flat 50 dollar flex plan so I didn't have so many cards with a couple of bucks on them.
