Uhm ... because carrying is a major while strength isn't. Duh. Plus, before the David vs Goliath VA was nerfed, staying under that strength threshold was a big deal.

Also I'm with jdbolick that carrying isn't > strength in break tackle roles. It used to be not close and buffing carrying made it closer. Also since strength helps fire every break tackle SA that isn't spin, it ends up being more important by a good bit.

Scroll-over script on carrying says that it helps "use abilities such as head fake and juke more effectively." Meanwhile I think Spin is actually the one that carrying doesn't affect, at least not directly. Spin is an agility roll, whereas Power Through is a strength roll. In any case, the correct answer to you question was what I said about carrying being a major and the former power of DvG.
