Are Effective levels really that important. I see people mention it all the time, yet my guy still seems to do alright.

Effective levels are pretty important. Looks like you stopped putting SPs into speed and agility too soon. The older your dot gets the worse the EL will become.

You should have taken speed a bit higher, but it can work if you just keep speed in your multitraining for as long as you are going to multitrain! Agility should have been taken to 81 atleast.
Dots do fine in the early ages when the attributes are a bit more balanced but will not be as competitive in the highest leagues
