I mean I have to start at square one, It looks to me like I can make a play book but also I can have custom packages and have my team run the same 3 plays the entire game, can I do that? Can someone give me a little explanation to get me started?

I'm pretty certain that there is a penalty for running the same play repeatedly. I wouldn't recommend doing this as it is easy to scout, but you can do it.

So when I insert packages in the AI and I put one package in the all quarters slot I will run only those plays all game?

If that is the only package you insert, yes.
