If I recall, I have to be with a team to use training pts once regular season starts, but does that also apply to CPU teams? My lvl 68 KR/PR'er - despite having an ad and forum topic "looking for teams" - is having trouble finding a team (zero offers). It's not that he's bad, it's just the market is flooded with people my level and it's a living hell getting my guy to stand out.

My objective is to just get out of this lvl 68 hell hole and reshop him next season, but I can't do that if training wont work on a CPU team.

Yes, CPU teams will work fine.

CPU teams count as teams so you can train

You try the "needy team" option? Returners can be hard to place. I've had a couple that were multiple MVP winners that had to take jobs with "less than perfect" teams/leagues just because the top Pro/WL teams typically have their guys already and have had the same dots since birth. Also hurts FA dots at times if you're not in the right network.
