Yes....you can still hit level 79 if you don't boost this season. You will always be 3 levels behind everyone though.

You also get to veteran points later and therefore get less of them.
But I would imagine there must be some training benefits since stats stay three points or so lower longer. On the other hand the ALGs get going later....anyone done the detailed VPB of this?

You still have to boost the same amount of times, and I haven't seen anybody post a decent VPB from a dot that didn't boost. I think there is too much time to train if you don't boost.
