How soon can I expect to get one?

I'm pretty sure you can't buy them. You can buy them once they have been CPU owned for 3 days.

Just looked at them and it doesn't have a "buy team" opition.

The team movements happen today so tomorrow you should be able to buy them.

I would wait until Day 43-44, they messed up on demotions, so they will probably fix it tonight, pushing back team sales

Awards use blowout adjusted stats.

This is getting fixed manually (if people requested demotion that didn't go through, they need to let us know in Support). It would be nice if we fixed it tonight, but all the late requests that come in normally usually end up taking a few days. That won't affect when teams become available, though. CPU teams will still become available in the next couple days and I'd be shocked if a few more leagues weren't added at the lowest levels.
