what exactly does this do for a dot/why is it important? particularly o-line for which it's a major attribute

It has to do with morale.

When an o-linemen gives up a sack or is revcaked (just as examples, there are plenty of other morale altering scenarios), they're going to lose morale. As they lose morale, their attributes take a -% hit.

The higher your confidence the better your at resisting negative events.

Honestly, you're probably fine keeping it at 60.

ah ok. 60 being at what level, 79? is it something that during early seasons, the skill points are better placed elsewhere?

and for kickers, i'm guessing then that it only plays a part if the kicker misses and morale falls?

Yes for the 60 at level 79 question.
Yes for spending skill points elsewhere early on.

For kickers, confidence has more of a part than just purely morale. If you mouse over the attribute on the skill point application page you'll bring up the tooltip that features a short description of what the attribute does for that position.

Supposedly it has an effect on some individual rolls (like the ability of the QB to resist the hurry pressure and make an on target throw), but many of us have questioned it for a long time.

Confidence has its defenders in some long time agents such as Tautology, but they seem to be thinning out.

I think most go with 40 confidence now just to get the 1 VA in OTK.

Im sure it does....but how much is really needed though? 50? 80? 100? I would hate to get it to 100 and only 60 is needed.

That's the debate with other positions. Sure confidence helps...but how much is "too much"?

Plenty of WL dots are killing it with confidence below the first cap. Morale Spirals suck, but high confidence doesn't resist them enough to make it worth the SPs.

Bort never found a way to work morale work effectively - it was either over powered or under powered - so he basically just neutered it - CON to 40 is therefore fine (save for K/P/QB) and the all the morale-based SA are a waste of time.

Exactly, it turns out morale just isn't a fun part of the game, I don't see a lot of people complaining about it's irrelevance. The worst thing about it is the completely terrible LB SA trees.
