Vision needs to be adjusted more to speed than agility. The rate of movement is what's relevant.

If you are moving faster, you'll need higher vision to avoid defenders. On that same note, a slower powerback at say 140 speed can operate with much less vision.

Really? I would think (not trolling... really just thinking out loud here) that agility is at least equally as important as vision. Vision helps you see things like lanes and blockers and open areas to run free in... but without agility to turn that speed quickly enough, you'll never make those adjustments in time. A wise builder once told me the reason my super fast dots were getting stomped all the time was because they couldn't turn fast enough to use all that speed. And believe me, I once lived and died by vision as the ultimate coolaid (was my #2 primary skill for most of my dots when I started). I've had some good builders around me long enough now to learn better... so I'm just asking outa curiosity.

I'm not discounting agility and its importance to avoiding defenders.

The quote was that vision needed to be at a certain ratio to agility. My point was that vision's relation to speed is much more important than vision's relation to agility.

So, numerically speaking, should vision be HIGHER than agility because of it's relationship to speed? Or should agility still be higher... just that more respect should be given to vision?

I think if vision was higher than agility that'd be a pretty radical build, lol. I'll always support 90+ agility.

The point was more along the lines of the guys with aspirations of 160+ speed with 50-60 vision.
