There are an absurd number of games available for any user to publicly watch. Just think, even isolating WL + National Pro + Regional Pro, we're looking at 17 total leagues which equates to 272 games every 2 days. And that's just regular season games.
I'm pretty sure the scrim limits have always been tied to the servers capabilities. I think the important thing is fair opportunity for any owner to run a scrim in a reasonable time frame should they so desire. Obviously the solution is always to add more servers, but I believe that is why things are set the way they are.
