I have heard it discussed before that those spending so high on speed without getting agility up to 70-80% of it is worthless. Is this true.

Does speed rely on agility having 70-80% the same value?

ie: 100 speed 70-80 agility anything over 100 is wasted?

So if my dot has 156 speed and 95 agility everything over 136 is wasted meaning I have 20 worthless points in speed?

I was told by someone who was quitting the game wanting to give out his secrets. I trust him to be a reliable source so I'm just wanting to see what you guys think...

No, that's nonsense.

While speed and agility are highly connected attributes, there's no point where speed is suddenly wasted or worthless.

but is there a point where speed is highly reduced in efficiency? Basically the 20 points overkill as stated above are really only going to boost the speed around what 5-10 SP would with the 70-80% agility?

Maybe if you argued 'reduced' in a sense that you just went overkill on spending SP on speed and neglected agility.

Speed and agility are independent attributes.

Think of the activities dots perform as separate formulas. A dots "top speed" is going to be one formula. A dot's acceleration is going to be another. There's no sort of reduced efficiency barring the dot having such a disparity that he can't get up to near top speed in a reasonable time frame.

ETA: They are most definitely complimentary attributes, though. You'll always need great agility if you want your dot to have great speed. Agility plays into things like speed loss when changing directions and acceleration so it's imperative that it's not ignored. I just wouldn't buy into some magic ratio or percentage. That's silly.

If it matters to have a second opinion, I second everything InRomo has posted here in this thread

Keep in mind that the speed & agility attributes both factor into acceleration. Back in the day I built an experimental HB with speed more than three times the amount in agility and he was still able to reach top speed only a moderate amount slower than another HB with the same speed and more agility. The biggest disadvantage came from any course corrections he had to make, as anything more than a small turn saw his speed crash back down close to zero. Basically the point is that agility is most useful for dots that have to change directions sharply and frequently.
