The reward of throwing the ball away and robbing the D of a sack, has to have the risk of needing to throw it near a receiver and possibly getting picked IMO.

Here's the thing though. What you're suggesting is crossing over with another suggestion (out there somewhere)... penalties. As the game is now (and has been for a VERY long time) there are only 2(?) penalties in the game. Offsides and false start. In that suggestion it is basically split into 2 schools of thought. #1 is do away with all penalties... #2 is add the rest (pass int, facemask, roughing the passer, ect, ect, ect.). Considering how easy it is to have bug issues every time a major change is made to the game, I would prefer no penalties myself.
And that also is where the bumping of heads comes into the conversation. No matter how hard people wish this was the NFL... it isn't and never will be. Why? Because it is an electronic game... not a real life game. The mods and coders have spent a LOT of time and effort getting this game as good as it is now... and will continue to spend a lot of time and effort making it better. But what WE should want is a game we can TRUST whenever we play it. Bugs are NOT good for that. Just spend some time reading the various angry posts of seasons past whenever a bug or issue caused a team to lose an important game... simply because something wasn't working right. I don't want GLB to be making things WORSE by adding unnecessary things into the game... and penalties simply are NOT necessary. Would it be neat to have them? Yeah... sure. A little more realism is nice. But NOT at the expense of the current quality of gameplay. Maybe someday, they'll find a way to add/improve penalties. But, until then, I'd rather not have things that could cause more angst among players and owners... especially things that really aren't that important.
